"We have valued our institutions. Our press is freer and our Justice is more independent. We are more confident in the face of drug trafficking. Politics is more decent. It is the first time that a non-Peronist government ends its mandate," he said.

The head of state concludes his administration next Tuesday and will be succeeded by the Peronist leader Alberto Fernández, who prevailed in the general elections of October 27.

Regarding external debt, the president emphasized that "there is a feeling that the State had no debts in 2015. It is not true. It owed US $ 240,000 million. Now we owe more, it is true, about US $ 310 million, but it has a cause : that in these years we had to borrow money. "

The outgoing president stressed that he headed "a government without corruption" and warned that "there is no place for messianic leadership. There were four years of total freedom of expression and of the press, without attacks on journalism, and the use of official advertising is over as a tool to reward or punish the media. "

"In many ways, we are better than four years ago," but "I know that the results of our economic reforms did not arrive on time," he admitted.

"By the middle of this year it seemed that we were giving the curve (positive towards growth). The economy was beginning to wake up. But then came the results of the PASO (August primary). Fear of the future and the lack of a macroeconomic scheme solid pushed us back, "he conceded.

However, Macri said that "an important part of the work is done, we work hard to order the base of our economy and the next government can rely on that to achieve growth."

The economy of Argentina, the third in Latin America, will close this year with a contraction of 3.1%, according to the International Monetary Fund (IMF).

The country also records high inflation of 42.2% between January and October, an unemployment rate of 10.6% and a poverty rate that affects 35.4% of the population.

The president said that "this new state, more modern, will be good for the future government and those who come later, because they can make better decisions."
