According to the Weather Channel website, winter storms are named based on the meeting, or the expectation of meeting, at least one of the following criteria:

NWS winter, snow or ice storm warnings covering at least a population of 2 million people.

The names are: Aubrey, Bessie, Caleb, Dorothy, Ezekiel, Finley, Gage, Hernry, Isaiah, Jacob, Kade, Lamont, Mabel, Nash, Odell, Pearl, Quincy, Ruth, Sadie, Thatcher, Upton, Veronica, Wyatt, Xandra, Yates, Zacharaiah. The first winter storm of the season was named during the first days of October until mid-November, according to the weather service website. The last winter storm of the season was named from mid-April to mid-May.
